Answers ‘From the horse’s mouth’
 
Dear Zinkawzi residents

We are very aware that our silence over the past week on the unacceptable water situation was ‘deafening’.
We have had a week of frustration trying to field a barrage of questions from residents.  Explanations from staff at iLembe were conflicting and confusing -
each reporting what they understood the position to be.  As a result both Engela and I were unable to circulate information which we could
not verify. Engela, who has a good understanding of the water issues in Zinkwazi, went to an enormous amount of trouble over the past week to effect
some resolution to the problem.  Our sincere thanks to her for her efforts.

It appears that the lack of water was as a result of a series of unfortunate co-incidents over a period when iLembe were doing their best to carry out 
investigative tests of our 5 boreholes in a bid to improve our water problems.

I received the letter below  from Mike Newton, the Municipal Manager of iLembe yesterday.
I consider this a concise outline of the unfortunate events of the past week.
We will meet with Mr. Newton shortly to hear the results of tests and to establish a feasible way forward

Wendy, your call this morning has reference

In short, Umgeni Water have been trying to determine how much yield the boreholes are giving, so that we may determine what the future delivery
capacity for Zinkwazi through boreholes will be. There is a problem in that lack of rainfall is also creating a groundwater starvation regime, which
means the quality of water is also compromised, hence the need for the study. The contractor has been appointed and is on site, and has started the
draw down tests which then determines borehole recharge rates/ water quality etc. Unfortunately, this means that the borehole does not contribute to the
system whilst it is being tested. This has created the lack of water to Zinkwazi. The second problem is that one of the borehole pumps has burned
out due to overusage, which has exacerbated the problem. Umgeni are replacing this pump at the moment. We have asked the contractor to cease
with the drawdown testing so that we can stabilise the Zinkwazi system again, which we are presently trying to do.
After the long weekend, we will re-look at the situation and allow the contractor to continue once demand rates drop off.
 
Notha is on his way out to you now, and will give you a verbal run down and site tour if you so desire.

If there is a rainfall event in the near future, the boreholes will recharge and be adequate for the shorter/medium term. I understand that rain is on
the way, so keep fingers crossed. we are looking for a longer term solution for Zinkwazi, as the rate of growth is starting to outstrip the ability of
the boreholes to supply the town. we will let you know once we have come to a firm conclusion on which way to go. we engaged with Dept of Water Affairs
yesterday on the matter, so the ball is in play.

Security Lights at entrance
The long awaited security lights at the entrance are working. We trust that the quality of picture the camera is now able to take, as a result of slower moving vehicles in bright light will result in improved footage and lead to the identification of vehicles which may be involved in crime. 
I would like to thank the Zinkwazi Ski Boat club who have supported the Zinkwazi Residents Assoc and have contributed to the cost of the installation of the lights. ZBRRA will pay the electricity bills.

Speed humps
Those who oppose speed humps in the village continue to whine about them. They drive on the pavement to avoid them, thereby wrecking our efforts to have attractive pavements. If you are one, please bear in mind the humps were installed at the request of you, the resident, for your safety. Zinkwazi is widely recognized as an eco-friendly village which attracts those who love peace and quiet and who enjoy outdoor activities.  
It’s great to see how many people walk and ride on our roads early in the morning and in the late afternoon. Ideally this should be on the pavement, but since we live on sloping sand dunes, few of these are negotiable.
 
To maintain and improve our pretty village -
I would like to appeal to every resident to take ownership of the village – to clean up your own pavement: level and grass it, water and care for the indigenous trees planted on your verge, and to put your refuse out …… only on the morning of collection

Misguided training from Fank du Toit
 
A local newspaper paper carried an article that some Councillors completed a one year course in executive leadership, development and municipal management at the University of Pretoria. The Mayor approved, saying that all municipalities are required to ensure their councillors are qualified for the positions they occupy.  The Government even allocated money to be used for their training.
 
While it is helpful that Councillors have a knowledge of municipal law and other management skills, the real question is whether it is appropriate to spend money training Councillors who are possibly going to change every time there is an election?  Surely it would be more efficient to improve the training for the Municipal civil servants who will then be qualified to advise the Councillors and keep advising them as new Councillors are elected.  
 
A particularly important area of incompetence is in understanding financial matters. Surely there is a dire need for both municipal civil servants and councillors to be more competent in the finances of the Municipalities as they are handling hundreds of millions of rands of ratepayers money every year. This lack of knowledge clearly comes over at Budget time. But again, the question must be asked: who pays for this training?
 
Ultimately, if it is deemed necessary to educate our Councillors (instead of our municipal civil servants) then who should be responsible for the costs involved?
 
1) Taxpayer -  No, it is not their responsibility as they pay taxes for qualified municipal civil servants to advise Councillors.  They should not have to pay twice. If the Government is admitting that Councillors are not competent then why not pay them accordingly (i.e. less)?
 
2) Political Parties – Yes, at least partly since 40% are political appointees - the parties should take some responsibility. The others belong and are approved by the Parties.
 
3) Councillors – Yes : as they can afford it.  Why should they rely on Govt all the time instead of using their own initiative and competitive spirit to be more competent so as to be able to give the best service delivery.  Better still, why not make it a pre-requisite that a person cannot stand for election to a Municipal Council unless they have passed a recognised course in municipal management including basic finance training or they agree to complete such a course, at their own expense, within 2 years of being elected.
 
Lastly, if the government is going to pay for the training of these councillors they should have to pay fringe benefits tax in the same way they should have had to pay for their free Fifa soccer tickets!
 
While I am delighted that the Councillors and for that matter politicians have to qualify like any other profession , it is the manner in which it is being done that raises eyebrows.

I had assurance from you that you were aware of our water quality and later a circular from Joat, that Mark and his staff were looking into the problem of water quality.  It really is shocking - not palatable.  Wherever I go in Zinkwazi I am asked what iLembe are doing about this as the residents are loosing patiencs.

Dear Garth – (iLebmbe)
On Friday 25th June, 2010 I reported a leak in a servitude between 18 and 20 Panorama.  I trust this was repaired.  I was then reminded that the huge hole which exists at the entrance of that servitude and which was repeatedly reported as a dog fell into it and the owner of an adjacent property heard the barking and saved its life,  - this hole has not been repaired yet.  The
report was sent to iLembe about 6 months ago as urgent.
Please can you send somebody to check all servitudes where there are meters and to make sure that there are no dangerous pits.   I would like to know when this is to be done so that I can be available to ensure that the staff
find the excavations.
I notice too that at 11 Panorama a deep rut was cut across the road to pay water by iLembe and this has not been repaired.
Lastly I attach my May report as only 2 of the items have been attended to -
At 145 Nkwazi dr is not complete - an attempt was made to close up but a large hole still remains.  Thank you for the removal of tar at the side of the road at the end of Panorama.  The state of all the other items are unchanged since May.
I would be very pleased to do an inspection of Zinkwazi with you this week.

I trust that funds are shortly to be available from the new budget -  which I understand dates from July 1st - next week ! to do major repairs to our Zinkwazi village roads.  Can I assume that the long promised repair of eroded tar roads is on the cards ?  
At our last meeting you explained that this would be a more improved ’strip method’ and an improvement on the past method of repair

For the 2010/2011 financial year capital budget only R 1 000 000-00 was allowed for and that is going to be used for speed humps in all the wards. Road maintenance will come out o the maintenance vote for pothole repairs and bigger areas were required.

Hello Che -
I am disappointed to see that removal of dry cut braches of the milkwood have come to a halt  - is this correct or are your staff not aware that more branches clutter the verge on the corner of Glen and Nkwazi dr.
 
Please update me on the Pereskia removal.  I note that nothing was done at the entrance to the village last week. Billy explained yesterday that the task has been given to a contractor to carry out.  Please let me know when he is to commence work.  The Ridge have approved the burning on their land in the corner.
 
At the Shelley road end of Magai there is a large pile of dry branches which have been there for at least 6 months.  Please ask your garden refuse staff to remove these
 
In the same area, 37 Magai, a bougainvillea is pulling down the telephone pole and should be removed altogether before it breaks the line.
 
Last but not least I would like Sheila to re-send letters to all those who she notified to clear their properties of invader plants.  The same properties are once more all covered in Castor oil which is about to throw seed all over adjacent vacant property.  If she does not have the list please ask her to phone me

Thank you for inspecting the issues unresolved at Zinkwazi with me today. As you requested I here submit the following report
 
1. Sharksboard road is the responsibility of iLembe. A contract with Tongaal Huletts states this.  It is the road at the entrance to the village. The condition of the road has repeatedly been reported as a problem for the following reasons :-
1i)         The road has not been maintained but used by iLembe tankers to deliver water to the reserviors. A substantial amount of the water does not reach its destination due to the swaying of the tanker on the bad road. The Ridge residents living in close proximity complain about the noise of the tanker ploughing up the hill and are afraid that if it goes out of control on the slippery road it could knock down the ridge wall and crash into adjacent houses
1ii)        There is no drainage off this road. The sand washes down into Nkwazi dr and banks up at the entrance of the village causing an obstruction in the main road.

2. Panorama drive
At the very south end of Panorama iLembe pipes repeatedly burst and after two years of reports the large open pit - has been closed.   Please note that the old tar and stone has not been removed by the contractor responsible for the work.
 
 
3.         102 Glen dr
A water leak six months ago left an excavation uncovered. This was surrounded by tape and nobody returned to resolve the problem
 
 
4          145 Nkwazi dr
Approximately a month ago this ‘grey water’ pipe was closed off. The large drum and lid thrown aside and the area surrounded by red marking tape. No effort has been made to remove the discarded structures or to close the large pit 
 
 
 
 
5          Concrete pipe cnr Flamingo/Glen
This large concrete pipe protrudes at an angle from the earth. It is on a verge to be used by pedestrians to walk in safety. Pls explain its use and why it should interrupt the pavement.
 
6          Shelley/Magai
 
A burst iLembe water pipe resulted in the wash away of the corner of the road and resulted in a crater large enough to house a motor vehicle. After a year of reports a contractor by the name of ‘Ngema’ made a flying visit and dumped some tar onto a corner of the road and disappeared for good. We are left with a large depression of the verge on the left as one goes to the beach access which needs soil to level it out and a corner which should be tarred
 
 
 
7          Rusted installation on Sandy Cove
A large rusted pipe of metal protrudes from the earth on this verge – another obstruction to the flow of pedestrian traffic or to congest the verge used by fishermen to reach the beach. Pls explain its use and why it should not be submerged or removed
 
8          Broken manhole or pump cover – Sandy cove
Once more an obstruction on the pavement, which could be dangerous to pedestrians or vehicles on the verge of Sandy cove.   A more substantial and stable cover is necessary to withstand the weight of a vehicle or this should be removed
 
 
 
9          93 Nkwazi dr
This is the lid of what was a ‘grey water’ submerged conservancy tank, closed by Vim Pillay at least a year ago. I requested of Daniel Pillay of Civils, that a heavy concrete lid be made and fitted. A flimsy ill-fitting discard was placed over the 5 meter hole – a serious danger to animal pedestrian and vehicle alike.

1          Glen Dr
On cnr of Glen/Kort is a storm water drain that has been broken for years
 
 
 
 
2          Cnr of Glen/Aloe. A grid is needed over this large opening to the storm water drain as dangerous
 
 
 
3          At 56 Glen water is discharged from property into rd to form constant pool which erodes the tar
 
 
 
4          Cnr of Glen and Flamingo the storm water drain is clogged with sand and grass  
 
 
 
 
Palm Drive
1          The storm water flows on the wrong side of the street in Palm Drive causing
road water to flow down the drives of 4 Palm Drive and 2 Palm Drive when it
rains.  A storm water drain should be on the uphill side of the road and
water should not be allowed to flow across the road and then down the
downhill side of the road and enter the driveways of  private property
 
 
 
2          Cnr of Palm and Rooibekkie. The drain is not supported, and dangerous
 
Aloe drive
I have a storm water problem at 4 Aloe Dr.
No drainage at all on south side of the road.
this results in all water and silt running down the road into No 2 and 4 Aloe drive

 

Magai Drive
 
1          Three drainage culverts outside 5 are filled to overflowing with sand . I doubt they could ever be made functional
 
 
2          A steep stretch of road starting at 3 and ending at the end of number 5 Magai
There is no kerbing and the water just streams down washing anything that isn’t tarred/paved away.  It is pointless for us to try and neaten the pavement as the erosion on the pavement is serious.  We also have a stormwater pipe on the pavement which dispels water from our roof and it has been ridden over so many times that it is pointless repairing it again.
 
 
3          Please report the potholes and the huge repair needed at the corner of Shelley & Magai
 
 
 
 
4          No pavement along Magai at all and bushes encroaching into the road. Telephone lines have been pulled down by bougenvillea on right hand side of photo
 
 
Nkwazi Dr & Kingfisher
 
1          One area of Nkwazi drive that needs attention is the north side pavement from the Kingfisher rd to the beach, they have put a storm water drain there, but the pavement has partially washed away, partly due to ESKOM or TELKOM putting in cables.  Impossible for the children from Sugarbay  to walk in safety to the beach along Nkwazi as pavement non-existant
 
2          Section of Nkwazi from ArtegoBay to 61 - drain culverts incorrectly
positioned to take water off the roads.

3          King fisher has the same problems as well as nearly all drains are blocked.

4          Kingfisher has had waterleaks and needs some tlc and repairs to the surface.

5          Could you include 73/75 Nkwazi Drive on your list of storm water problems reported 2 yrs ago

 
6          the stormwater drain in servitude 72/74 Nkwazi was on the budget for this year, according to the undertaking given by Nollie Rabie. It is still precarious and badly done by unsupervised and certainly unqualified labourers. (Wendy will bear me out on that!)
 
7          Please add our servitude 72/74 Nkwazi dr to the problems you are addressing.  Repairing it regularly has cost the municipality, insurers, the neighbours and ourselves probably the best part of R200,000 or more.  The next very big rain will probably wash it away again.  There seems to be two fundamental problems: 
a).  It is the sole source of drainage for a large part of Glen Drive and cannot cope.  The drain entrance is behind us in Glen drive. 
b).  The sheer steepness causes a torrent of water which so far has proved to be unstoppable.
 
Suggest servitude be closed permanently and a better drainage plan be done for Glen Drive
 
8          At 93 Nkwazi dr there is a dangerous deep hole which KDM have covered recently with a fragile looking lid which can be removed or squashed when driven onto. Pls place a concrete cover to this.
 
9          Sand is constantly washed down into Nkwazi dr from properties 46-56 Nkwazi dr. We need a grader to move the bank of soil back into the properties
 
 
10         Storm water drain support cracked opposite 75 Nkwazi dr
 
11         Cnr of Nkwazi/Springvale rd. Tar eroded corner
 
 
 
12         Kingfisher rd
We have no pavement here. The road is cluttered with branches encroaching and rubbish left behind by KDM ongoing and stormwater and servitude to the river blocked.
 
13         A blocked stormwater drain between no 4 and 3 Aquila on 30 Nkwazi drive. It is where the street meets with the pavement.

Servitude 23/25 Glen
servitude between Glen and Panorama Drives that runs up the side of no. 23 Glen. After some time repair work was done on this, but the pipe has now burst higher up, and a continuous stream of water is running down the servitude.
 
 
Servitude 20/22 Panorama – eroded large holes/dongas from storm water blow out. Dog trapped in this hole overnight. Pipes exposed at Glen dr entrance. Dangerous servitude which must be repaired or closed as not walk-able – reported at least a year ago.
 
Servitude 28/31 Magai
Property wall fallen over due to sand build up
 
 
Servitude 17/19 Glen
The servitude 17/19 Glen needs filling. Frequent ‘wash aways’ have eroded the walk way.

Garden Refuse left on verges
pic shows garden refuse that has been waiting for collection for 4 weeks now and in the background a typically unfinished , unsightly job at a broken water pipe excavation, hurriedly fixed and left with so-called danger tape marking the spot - this job was done more than 8 weeks ago !
It would seem that most of the jobs/repairs done in this town by the ‘responsible body’ is always left unfinished and we are continually subjected to unsightly remains that just serve to make the village exactly that - unsightly!

iLembe water

I would like to support Engela whole heartedly in her questioning of the performance management of the individuals responsible for this situation.

 Perhaps I was lucky to be spending Easter in the Eastern Cape "Port Alfred" a coastal community with major water challenges and the best example of a coastal desalination plant in SA. They were FULL of holiday makers and had NO problems! Their reticulation system is first class . We can be in the same class if we take the actions discussed at our last meeting.

 I too look forward to your response to Engela’s queries, We have to get this right, If we don’t we will loose out. There are many wonderful coastal areas that are going the extra mile to ensure property owners and holiday makers can enjoy basic amenities and they will take the tourist and holiday trade away from ZINKWAZI and KDM.

 2009 is the year to resolve these problems.

Hi Notha and Mike,
I would like to bring the following to your attention:

1.       On Thursday night from 1am to 6am the ground reservoirs showed a significant drop, from 6am, the drop stopped. What this tells me is that there was a huge burst/leak around 1am, which continued until around 5pm when the control room woke up and send plumbers out (the leak was in Glen drive). My concerns are:

a.       Are the control room recording hourly flows?

b.      If so why did they not pick up this problem and react to it by 2pm?

c.       Does this not prove that whoever was manning the control room was fast asleep?

d.      Will this person be given a final written warning? For the loss in our most precious asset, water? Or even dismissed? Simple disciplinary procedure…..

e.      If they did pick-up that we had a serious problem, did they contact the plumber on standby, who was he and why did he not react immediately?

f.        If it was a sleeping problem which took our reservoirs from 60 to 19%, will he be terminated for the same reason as previously states?

I look forward to your detailed response after investigation of this issue.

It is unacceptable that service delivery is so pathetic that there are no consequence for those not performing at their jobs.

Subsequently we had 2 additional major leaks in Nkwazi drive on Friday, for all 3 of these leaks, large parts of the village was isolated and left people without water for most of Friday.

 

On behalf of the residence and ratepayers of Zinkwazi beach I reiterate my previous complaints and demand once again.

1.       Complete replacement of the reticulation system in Zinkwazi beach.

2.       Adequate isolation valves.

3.       Lead/flow detection sensors.

 

4.       The URGENT upgrade/training of the control centre, with qualified, educated staff.

 I have your/Engela’s correspondence (from Engela)  and am grateful for the
attention you are both putting into the water problems.  We certainly are
fortunate to have her involvement and her understanding of the water issues
in the village. I am writing to appeal to you to attend to the still unresolved iLembe
excavations in the village.  I took both Notha and Seshan on a tour of inspection with Celani from KDM Civils to see the iLembe tar/holes etc which
needed to be repaired but still nothing has been done about them.  Please confirm that repairing of iLembe excavations is the responsibility of KDM
Civils ?  I would like to know that I can rely on iLembe to ensure that each project is brought to closure. The ‘grey water’ problem in Nkwazi drive, near Fish Eagle offices, is still not resolved.  Vim Pillay was dealing with it.  It seems to rear its ugly head whenever we have a village full of people. Please could you tell me when we can expect this to be finalised. What were the changes which resulted in so many breaks in our pipes last week.?
I would be pleased to hear from you should there be any emergencies which should be relayed WB

 
Refuse removal

Hi Lucky
Please tell your drive to stop at the entrance to the village and to send his staff to collect rubbish out of a bin on the left hand side under a large fig tree.  The rubbish has been there for months.  There is also a bin on the right (ridge) side which they do clean out but the one on the left as you enter is set back under a large tree and is always full as people sit there.I would be grateful to hear from you if you do not understand where I mean

I have not yet had the pleasure of meeting you but hope you will be in Zinkwazi with time to call on me at Idwala no 7 (in Nkwazi Ridge Est)

I have forwarded my last letter to Mr Maharaj on to you - a letter to which he has not responded.  I understand that you are managing the P403 to Zinkwazi. and I need to bring to your attention some concerns

1    The resurfacing of the road seems to be complete thank you, but making has not yet been done and until so the road is dangerous.

2    The NPA removed soil from the edge of the road before resurfacing and left this in piles against the crash bar or edge of the road to wash back into the road with the next rain.  This needs to be moved away, and drains constructed along the edge to cope with the flow of rain water.

3    Pedestrians walk in the road as the verges of the road are dense with bushes.  We are very happy to have trees line our road into Zinkwazi and do not want these removed but we would like the understory of the trees cut so as to allow pedestrians to walk on the verge.

Some bushes such as brachylaena should be cut back.

Dear Mr Maharaj of NPA – district roads

Thank you Mr Maharaj for the surfacing of the P403.  It looks and feels wonderful to drive.  I have heard several good comments and compliaments for the NPA !

I am concerend however that it is taking so long to have the road marked.  With the Easter weekend imminent it is dangerous at night  - especially for strangers to the area.

I would also like to stress another concern, mentioned in earlier correspondence, which is not urgent, and that is the soil which your staff piled up along the edge of the road.  This will spill back into the road over time.  Please could you have this removed and used to level dongas alongside or dumped in a valley nearby

Dear Cecil – in Town Planning

I have not had a response from you with regard to other building service problems - rubble on verge of 69 Panorama and the erosion of a pavement at cnr of Palm/Rooibekkie caused by a pool outlet.  Please let me know if these are incorrectly directed to your department.

Servitude 31 Magai has a grey water drain opening into the servitude from an adjacent property.  It appears to come from 29 Magai.

Please will you send someone to inspect this and to send the appropriate correspondence to those involved so that the problem can be resolved.  I have had several complaints from residents since this could be a health hazard.

I am afraid that your staff have not responded to our needs in Zinkwazi.  I have reports from various residents in different parts of the village that despite their reports of lights not working, nothing has been attended to. 

Aloe drive is in darkness.

Please let me know what is being done about this.

you did such a good job of tarring the large hole in Nkwazi dr.  but have forgotten that a few meters away in Kingfisher are two other dongas in the
tar.  Pls be so kind as to tar these If your heavy vehicle is in the village again,  pls can you have the two concrete pipes removed from the garden at the entrance on the right as you come in.  I would like to complete the garden and cannot do so with them in the bed. I look forward to hearing from you. Please be so kind as to visit Zinkwazi so that we can discuss several issues which need your department’s attention

*    The street sign on the corner of Magai and Flamingo is lying on the ground.  I believe the wooden pole is rotten

*    Vehicles are illegally parking on the corner of Shelley and Magai at the beach entrance.  These vehicles prevent the owner of the residence leaving his property.  We need ‘Tow Away Zone’ streetmaking to deter this habit along a stretch of this road 

*    Bollards are necessary at the end of Sandy Cove at the beach access and at Shelley to prevent vehicles moving into the servitude.

All the above would be easier to explain if you were able to give me an hour of your time Regards WB

Environmental task team- beach restoration

Dear Bing Thank you for meeting us on the beach today to discuss the rehabilitation of the dunes.  We shared with you the outcome of a Zinkwazi Forum discussion on the beach toilets which took place at a Forum meeting last night.  As requested I have put our resolutions in writing.

 We are aware of the KDM policy of retreat along the coastline, and the need to preserve admiralty reserve.

The reality is that we have inherited a substantial, well maintained set of toilets on the beach, within Admiralty reserve.  The building is functional in serving the public due to its proximity to both the bathers and the Ski Boat Club.  The proposal that this should be demolished and replaced by new toilets in the car park is questionable for the following reasons.    

1i) The proposed new block of toilets will once more be constructed within admiralty reserve

1ii) The new toilets will not be functional since these would be too far from the main bathing area.

1iii) They are likely to be vandalised in the car park after hours.

1iv) The Ski Boat club, who have monitored and maintenance the toilets close by in the past, will be too distant to do so in the future

 2i) The unacceptable pollution of the river/beach by seepage of sewage from the beach toilets is noted

We propose that the sewage from the beach toilets along with sewage from the existing toilets in the Ski Boat club be pumped to a conservancy tank to be located in the car park.

 We trust that the wishes of our community, represented by the Forum will be considered

I phoned Nhlanhla (LED) re the rubbish left by the basket weavers in the bush opposite Fish Eagle Est in

Nkwazi drive. He said he was going to phoneyou to ask if your staff could clean up the refuse they left.  
I understand that he and Clr Pakkies are to arrange accommodation for them in the future at Darnall so

hopefully this will not reoccur. I also tried all day to reach Billy and eventually got Steve to tell him that the beach cleaners have left a mountain of loose (not in bags) household refuse in the enclosure at the main beach parking.  Bernard for some

reason was not picking it up but I could not understand why it was not in bags ? Are we not going to get any more beach cleaning staff ?
On a happy note……
I wish you could see how good the trees are looking.  We spent all day today upside down digging more holes
and putting protective shields around the planted trees so that the brush cutter cannot harm them.  Marie is also
doing an excellent job of the pavements.  Zink is looking good ! Id be grateful for more trees  - I am

ready to plant now with holes and compost at the side.  It worked well with Billy delivering last time.  We were very quick and I did not hold him up.  Once the trees are all planted Che I would like you to come down for an article by the Courier.  They asked me a long time ago if they could cover the work we are doing here but I  put them off until one could see a change.   I have people very interested in what we are doing and I can see a change in attitude as they are getting involved and watering them and asking what they are etc.

Eddie Boventura - Ballito is coming to see me with regard to marking a ‘tow away zone’ in front of 5 Magai entrance as cars are blocking the owner in. We will also look at a solution for 1 Magai as he has access from the servitude to his property but some protection should be afforded to the dune as this area is Admiralty.

I appreciate your coming to Zinkwazi to inspect the issues I  brought to your attention, and to identify necessary upkeep 
in the village.

The following is a matter of urgency:

 

The Shelley rd entrance

1)    The entrance to a residence at 5 Shelley rd is frequently blocked by illegal parking in the servitude leading 
to the beach entrance

2)    Signage to prevent this is essential.  Your proposal for sign boards and road marking is supported.

3)    Curbing and posts around the edge of Magai on both sides is necessary to prevent cars parking on the bank and

causing congestion

4)    Before any of the above can be attended to KDM Civils dept need to repair the damaged tar from iLembe’s excavation.  The leveling of the area north of the servitude and the bank on the corner of Magai and Shelley need to be made good. 

iLembe and the Civils dept have had several letters to this effect but to date nothing has been done. 

Pls refer this to Mr Nollie Rabie and to Daniel Pillay of the civils dept.  Their non-delivery of service is holding up other necessary work.

KDM Task team re beach restoration
Dear Di

Thank you for your phone call yesterday and the letter below.

I had a successful discussion with Engela Wium (ward 2) and a meeting with Nigel Simmonds (Ski Boat club)  and

Carlos’s supervisor of beach construction, Grant, on site

1)    We noted that the refuse holding pen was cleaned of garbage by KDM this morning.

2)    Nigel has requested Frikkie (the Ski boat club beach manager),  relocate the slatted wooden holding pen a few meters further inland off the dune on Seagull rd.  This will be convenient for beach cleaners as a drop off and well placed  for collection bi-weekly by KDM

3)    Nigel Simmonds was to investigate the Ski Boat Club’s ROD and their authority/responsibility to manage refuse removal from this depot in the future.

4)    I will plant suitable shrubs (3) on the road side of the holding pen to obscure it once road works alongside have

been completed.

Beach Parking

The environmental task team and KDM had suggested, in their proposals for beach restoration, that the toilet block on the beach be demolished and be rebuilt at the car park. Neil proposed that since the alternate building would still be in the Admiralty reserve this was not the solution. He suggested to solve the pollution of the river/beach from the toilets, the sewage be pumped into a conservancy tank at the car park along with the sewage from the toilets within the Ski Boat Club.  The Zinkwazi Forum unanimously agreed with this proposal. The position of the existing toilets, although ecologically incorrect, is closer to the bathing area and would be monitored and maintained by the Ski Boat club. Whereas those constructed in a deserted car park at night are likely to be vandalized. Nic explained that there were alternatives to conservancy tanks such as the Liliput system to deal with sewage and this could be investigated. 

Nic to investigate the number of parking bays at the beach parking, before the high seas. The equal number would be replaced by KDM elsewhere

The Policy Committee decided to accept your toilet proposal ie toilets stay
but pump effluent to a conservancy tank in the car park. Skiclub to pay for
its portion of pumping and connection costs.

Extra parking in Nkwazi Drive if savings available.

Minutes of the Ward 2 Area Sub-committee held on 9th July 08 at the home of Mr T Brauckmann of 72 Glen Drive at 18H00

Welcome by E Wium acting as Chairperson thanked T B for the use of his home as a venue
 
Resignation of Frances Barnard noted.
Cnl Pakkies requested a signed hard copy of resignation.
 NW to ask F B  to reconsider her resignation as she was a valued member of the ward committee.
 
Communication
An effective means of communication necessary. 
Ward reps, Ski Boat club and ZBRRA to collectively share requests from the general public on their concerns. 
A comprehensive data base is necessary whereby information from ward and ZBRRA can be sent to community. 
Resolved ZBRRA willing to share its data base.
 N W to request Frances do the same in the interests of the village. 
ZBRRA to establish a section on their website : www.zbrra.org to display resolutions taken at ward meetings  for public access
Engela offered to have a suggestion box at her shop.
Cnl Pakkies stressed that one member of the ward should attend monthly IDP meetings. WB agreeable.
 
Water
Engela outlined the responsibility of Umgeni and that of Ilembe. 
Umgeni was congratulated in its effective management at all levels. 
Mr Gerald Jacks in particular had been very proactive in managing the upgradeof the old infrastructure of pumps and meters etc. 
Umgeni had also offered to replace all the pipes (incl reticulation pipes) in the village on behalf of Ilembe. 
Ilembe’s ineffective management was a source of frustration. Despite continuous hollow promises to address the outdated system and a substantial loss of water and therefore revenue through leaking pipes and meters, Ilembe were still not motivated to address the problem.  
Rob Hofmeyr was requested to assist EW draft a letter to Ilembe. Should Zinkwazi’s complaints not be addressed the help of the Public Protector would be sought. 
NW will contact the Umgeni Project Engineering division head in Pietermaritzburg to see if there was anyway they could assist in getting Illembe to approve Umgeni Water involvement in restructuring the reticulation system.
 
Security
NW explained that he had had discussions with James Gilleran and TW regarding taking over the Financial management of the Neighbourhood Watch now that TW and family were leaving Zinkwazi. The ZBRRA accounting system can easily set up a separate “co” and handle this. This had been agreed in principal with details to be worked out when TW was back in Village. EW to be involved in this as her network of customers is essential for the fund raising needed.
Further discussions were underway lead by James Gilleran to establish a business plan for the neighborhood watch and to incorporate a separate committee of experts and involved parties to run the neighborhood watch as a separate and independent unit
 
Beach Restoration and Control
After a meeting with Hantjie Plomb, it is understood that Beach Restoration is on track and will be dealt with.
The Coast Care project is to be redefined and improved. Funds are available from DEAT and controlled by KZN Wildlife to keep the beaches clean. Contracts are to be awarded to handle beach restoration and cleaning, the removal of alien weeds and rehabilitation of the dune forest, the maintenance of servitudes. Local labour to be engaged and trained to this end.
WB to communicate with Alex for more detail on this project. 
EW suggested WB and Eve Halcomb liaise with Alex re possible assistance with training of staff for the project.
RH suggested that ZBRRA’s environmental officer could assist in this.
 
New Year
EW noted that Nkwazi drive is so congested on 1st Jan that vehicles come to a standstill. 
In the interests of personal safety and security it is necessary to limit the number of vehicles which come into the village on that day.
Suggestions were:
That pedestrians alight at the entrance and walk to the beach
That a limited number of taxis be permitted to transport commuters Black Rock park and back.
That only local taxis, that normally serve Zinkwazi be used for this
Servitudes be monitored by guards for safety reasons
That local residents or resident visitors get a disc to permit their entry
Local residents be involved in the clean up of beaches on 2nd Jan
The above measures would:-
Allow the SAPS to patrol the roads with the possible involvement of Alpha
Give access to BRPark for water tankers to replenish supply of drinking water.
Give access to emergency services
Cnllr Pakkies suggested that Mr Phiri be consulted on his return from sick leave on the above
 
 
Service Delivery
RH complimented Billy for the ongoing effective removal of household and garden refuse.
Builders rubble on verges still a problem. 
EW to review the by-laws governing verges
Alien vegetation on public places such as verges not attended to by KDM. 
ZBRRA have made a start in clearing alien invaders from one public area on the ridge and several private properties. It is hoped that KDM will accept their involvement in tacking the parks as a project to upgrade the village.
Black Rock Park casurinas are to be removed slowly and to replaced by indigenous trees. To be discussed with Alex
Ongoing maintenance of servitude necessary. KDM Civils dept responsible for erosion and hard structures
TB suggested that surrounding property owners be encouraged to take authority over their adjacent servitude. 
 
General
Cuppa Cancer
TB asked for support in advertising a fundraiser at his home for cancer on Wednesday 16th July. It would be in the form of a social tea party which would be throughout the day. 
 
The meeting closed at 20H00

Our letter submitting suggestions for the draft IDP (Integrated Development Plan) for KDM was sent off yesterday. This stresses the need for baseline laws and their management governing development which might impinge on the environment. We have a gem of an asset in the lagoon that must be protected. Our coastal admiralty also needs to be secured. If parameters are not in place, and are not managed, these natural assets will be at the mercy of the uninformed or short sighted. I have attached both documents here for you to read…..its not heavy stuff so enjoy !

Dear Sir
 
Thank you for the opportunity to provide input to the Kwadukuza draft IDP
 
Of grave concern to our Association is the fact that major development of the coastal strip is taking place without baseline management planning and control of the environment.   
No security of environment, flora and fauna exists. This ultimately will disadvantage the well being and rights of the community.
 
Section 24 of our constitution guarantees;
 
 "everyone the right -
· to an environment that is not harmful to their health or well-being; and
· to have the environment protected, for the benefit of present and future generations, through reasonable legislative and other measures that
 
  • prevent pollution and ecological degradation;
  • promote conservation; and
  • secure ecologically sustainable development and use of natural resources while promoting justifiable economic and social development.”
 
There is a failure at present to address these issues, and it is essential that they form an integral part of the IDP and its associated budgets in order to correct this situation.
 
We wish to highlight two key environmental issues which if not addressed now could lead to irreparable damage to the valuable and sensitive natural environment that is one of the key assets of our region, especially in the development of tourism  and related sustainable job creation.
1)       Alien plants - monitoring and planned eradication. This is a major threat in the region and little or no effort is made to control class one alien invasive plants as required in terms of the conservation of agricultural resources act. It is essential that these plans are identified and budgeted for in the IDP.
2)       The Strategic Environmental Analysis report conducted by Sivest dated October 2007 highlights the fact that we have seven extremely valuable estuarine environments in the municipal boundaries. These Estuarine environments are very vulnerable to irreparable damage from development and this is recognised in the new Integrated Coastal management Act under promulgation. Estuarine Management plans that are integrated into the IDP for these estuaries must be developed.
In order to develop such plans the first step is to conduct a Current Situation Assessment and Evaluation covering each of these Estuaries. Unfortunately the information data base for such a survey is fragmented and in some cases so old as to be irrelevant.We wish to propose that plans be put in place and budgeted for to conduct professional Assessments that will form the basis for the management plans for these Estuaries. This survey, which is recommended to take place over a year to capture data covering all seasonal impacts should be completed by end 2009 at latest. (We understand that eThekwini municipality are in the process of conducting surveys for the estuaries in there region and their plans and protocol could form a good guideline for Kwadukuza to follow )
We trust that our input will be given due consideration and will form part of the Kwadukuza IDP.
We as an association look forward to working with you in realising the potential of this region so rich in environmental resources which if conserved, can form a cornerstone of sustainable eco-tourism development and employment growth.

Draft Budget 2008/2009
 
Dear Sir
The Zinkwazi Beach Ratepayers and Residents Association hereby submit the following recommendations for the coming year’s budget. These recommendations specifically refer to Zinkwazi Beach.
 
1)      Built Environment:.
 
·      That funds be allocated to the vigilant control and management of developments taking place in Zinkwazi Beach and developers and builders be held accountable for actions which impinge on the environment and infringe on current building and zoning regulations
 
·      That KDM prosecute misdemeanours such as the dumpling of rubble by developers.
 
2)      Natural Environment:
 
·      We would like to bring to your attention that large areas of municipal land and Privately owned land within the boundaries of Zinkwazi Beach are severely infested with Category 1 Alien Invasive Plants which are illegal and have to be brought under control in terms of the Conservation of Agricultural Resources Act , 1983 as amended 30 March 2001.
 
·      ZBRRA is able to help with this task in the form of skills training. We will be actively encouraging private land owners and the Municipality to bring the scourge under control in the 2008/to 2010 time frame. To do this we need to set the example in compliance with the law on the Municipal property .We request that an amount of R50,000 be budgeted annually for the next three years in order to achieve this
 
 
 
3)      Water: The condition of water supply equipment in Zinkwazi is outdated and in a state of disrepair..
 
·      Borehole pumps, the supply pipeline, non return valves and meters on the supply line are outdated and need upgrade and a regular maintenance programme.
·      Reticulation pipes of three generation types are in use in Zinkwazi. These are asbestos, concrete and plastic.  Supply pipes are bursting or cracking daily at great cost and inconvenience to both residents and to KDM. The water reticulation system and water meters in the village are in need of replacement or upgrade.
·      It is essential that sufficient funds be made available in the 2008/2009 financial year to correct this situation before the 2008 Xmas holiday season. If this is not done the Municipality will once again incur huge out of budget expenses for bringing in water by tanker and for repetitive ,expensive and ineffective repairs to the old system
 
Thank you for the opportunity to make our input to the budget. We can assure you we will assist in whatever way we can to ensuring that money budgeted and spent achieves the objectives of service delivery that we are all aiming for.

Until I became involved in this work, like most residents I was unaware of which areas are the responsiblility of KDM, which are serviced by Ilembe, who fills the potholeds on the P403 -  Darnall road and why water issues are in the hands of both Ilembe and Umgeni 
In brief KDM provides services within the village.  This includes road repairs within town (NPA do roads once you leave town)  refuse, signage, collapsed servitudes, beaches and the removal of alien vegetation !.  You should not be paying for sewage. If you are phone me ! 
Water supply is the responsibility of Umgeni Water based in PMB.  They run the boreholes,  and pipe water from the boreholes (4 of them)  up to the two reservoirs at the far end of Sharksboard road.  When we run out of water, they were responsible for transporting it from Darnall by tanker to top up the shortfall.  Reticulation, which is our big bugbear at present,  is the responsibility of Ilembe.  They maintain the pipes which deliver water into our properties, read the meters and spend a great deal of their time repairing burst pipes.  Not surprising when you hear that we have three generations of piping here ……ancient asbestos, very old concrete and old plastic - Oh ! now also sections of new plastic.  So Ilembe spend much water-flow-time going back to Stanger to get more parts "like other one" . 
 
 
Reports from residents …… and I get them from you by phone, sms and email,  are logged on a daily basis and reported by telephone to the relevant authority.  I then write a letter to KDM, sometimes send a photo  and log a report via the ward to this effect.  Progress is slow as you are well aware but one must bear in mind the extent of the area KDM covers, their capacity (that wonderful word) and the greater needs of less privileged communities…. so please vasbyt !
Here are past reports up to the present.  Quite some fun to see how many issues are resolved.  You will note I don’t use your name - so you can sound off.
